U.S. Reaches Nuclear Deal With Armenia As Vance Pushes Peace Dividend

Armenia and the United States agreed on Monday to cooperate in the civil nuclear sector as Washington sought to bolster ties with a former close ally of Russia, months after Washington brokered a peace agreement in the South Caucasus. A statement on the nuclear sector deal was signed by Armenian Prime Minister Nikol Pashinyan and U.S. Vice President JD Vance, who is on a two-day visit to the country. The two said they had completed negotiations on what is known as a 123 Agreement, which allows the U.S. to legally license nuclear technology and equipment to other countries. The agreement will allow up to $5 billion in initial U.S. exports to Armenia, plus an additional $4 billion in longer-term fuel and maintenance contracts, Vance said. "This agreement will open a new chapter in the deepening energy partnership between Armenia and the United States," Pashinyan said at a joint press conference with Vance. Long heavily dependent on Russia and Iran for its energy supplies, Armenia is now reviewing proposals from U.S., Russian, Chinese, French and South Korean companies to construct a new nuclear reactor to replace its sole, ageing Russian-built nuclear power plant, Metsamor. No choice has yet been made, but Monday's announcement paves the way for an American project to be selected. That would deal a blow to Russia, which traditionally has viewed the South Caucasus as its sphere of influence but whose clout there has diminished as a result of its invasion of Ukraine. "Considering Armenia's multiplicity of dependencies on Russia, it is a political priority to diversify partners when it comes to nuclear cooperation," said Narek Sukiasyan, a political scientist in Yerevan. "The United States seems to be the preference now." Vance's visit comes just six months after the Armenian and Azerbaijani leaders signed an agreement at the White House seen as the first step towards peace after nearly 40 years of war. Vance was also seeking to advance the "Trump Route for International Peace and Prosperity (TRIPP)", a proposed 43-kilometre (27-mile) corridor that would run across southern Armenia and give Azerbaijan a direct route to its exclave of Nakhchivan and in turn to Turkey, Baku's close ally. The route would better connect Asia to Europe while - crucially for Washington - bypassing Russia and Iran at a time when Western countries are keen on diversifying energy and trade routes away from Russia due to the Ukraine conflict. The TRIPP corridor, which envisages new or updated rail infrastructure, oil and gas pipelines and fibre-optic cables, would transform the South Caucasus, a region riven by closed borders and longstanding ethnic conflicts. "We're not just making peace for Armenia," Vance said. "We're also creating real prosperity for Armenia and the United States together." He is set to visit Azerbaijan on Wednesday and Thursday, according to the White House.

U.S. Forces Board Venezuela-Linked Oil Tanker In Indian Ocean Without Incident

U.S. military forces boarded a crude oil tanker in the Indian Ocean after pursuing it from the Caribbean, Defense Secretary Pete Hegseth said on Monday, accusing the vessel of breaching Washington's blockade on sanctioned vessels traveling to or from Venezuela. "Overnight, U.S. military forces conducted a right-of-visit, maritime interdiction and boarding on the Aquila II without incident " Hegseth wrote in a post on X. "It ran, and we followed." After capturing Venezuelan President Nicolas Maduro in a military raid last month in Caracas, the U.S. has escalated its blockade on vessels that are under sanctions and going to and from the South American country, a member of the OPEC oil producers group. Suezmax tanker Aquila II departed from Venezuelan waters in early January as part of a flotilla of vessels. It was carrying about 700,000 barrels of Venezuelan heavy crude bound for China, according to schedules from state company PDVSA. Most tankers in the flotilla have returned to Venezuela or have been seized by the U.S. Hegseth said the Aquila II was operating in defiance of the U.S. "quarantine of sanctioned vessels in the Caribbean." "The Department of War tracked and hunted this vessel from the Caribbean to the Indian Ocean. ..You will run out of fuel long before you will outrun us," he wrote. It was unclear where the Aquila II was registered, according to shipping databases.

Anti-ICE protesters rally in Milan at Olympics

Hundreds of protesters chanted slogans, blew whistles and set off flares at a rally on Friday to oppose the presence in Italy of U.S. immigration agents and the closure of streets ahead of the Milano Cortina Winter Games' opening ceremony. The reported presence of Immigration and Customs Enforcement (ICE) officials to protect Americans around the Olympics has galvanized protests given their front-line role in U.S. President Donald Trump's aggressive deportation push at home. "ICE OUT" and "ICE should be in my drinks not my city" read some of the banners held by the student-led demonstrators. Blowing plastic whistles, which have become a symbol of anti-ICE rallies in the U.S., the demonstrators in Milan also urged visiting U.S. Vice President JD Vance and Secretary of State Marco Rubio to go home. "I thought that this was a good opportunity to show that the rest of the world is not okay with what's happening in Minnesota," said Katie Legare, a protester from Minnesota currently studying in Europe, in reference to ICE agents' killing of two U.S. citizens in her home city. "It's not okay to just acquiesce and go with the status quo. But to say there's something wrong that's happening and to speak out." Italy's government has said the controversy is unfounded, with ICE personnel not on the streets during the Olympics and only operatives from its Homeland Security Investigations in Italy working out of U.S. diplomatic missions. The U.S. Olympic and Paralympic Committee has also said no agents from ICE were providing security for Team USA. MORE PROTESTS With the opening ceremony due on Friday evening, Italian authorities ordered schools in central Milan to remain shut and blocked access to some areas to bolster security and ease traffic disruptions. In the afternoon, a separate demonstration was held in a square near the San Siro stadium, where the opening ceremony will take place. A few hundred people - including a committee of public-housing tenants protesting against the high cost of living, and the Unsustainable Olympics Committee, which accuses the government of funneling public funds rather than supporting lower-income residents - marched against what they see as the social and economic impact of the Games. Protesters say the Olympics are a waste of money and resources while housing prices are unaffordable and public meeting places scarce. Some demonstrators also chanted slogans criticizing Israel and expressing support for Palestinians. On Thursday, environmental group Greenpeace staged a protest in front of Milan's cathedral, protesting the role of Italian oil major Eni as a sponsor of the Games. Later on Friday a torchlit march organized by a protest movement against the Games is expected in an area close to the site of the opening ceremony.

Guthrie Family Posts Videos Asking For Information On Missing Mom

The sheriff investigating the apparent abduction of “Today” show host Savannah Guthrie’s mother said Friday he was frustrated that a camera at Nancy Guthrie 's home wasn't able to capture images of anyone the day she went missing. Investigators have found that the home’s doorbell camera was disconnected early Sunday and that software data recorded movement at the home minutes later. But Nancy Guthrie did not have an active subscription, so none of the footage was able to be recovered. “It is concerning, it’s actually almost disappointing because you’ve got your hopes up," Pima County Sheriff Chris Nanos told The Associated Press in an interview at the department's headquarters. “OK, they got an image. ‘Well, we do, but we don’t.’” The frantic search for 84-year-old Nancy Guthrie has entered a sixth day. Authorities have not identified any suspects or ruled anyone out, Nanos said at a news conference Thursday. Authorities think she was taken against her will from her home just outside Tucson over the weekend. DNA tests showed blood on Guthrie’s front porch was a match to her, Nanos has said. The sheriff said he had no new information about purported ransom letters sent to some media outlets, saying that the FBI is handling that side of the investigation. Tucson TV station KOLD said on Friday it received a new message, via email, tied to the Guthrie case. The station said it couldn’t disclose its contents. The FBI said it was aware of a new message and was reviewing its authenticity. KOLD was one of the media outlets that received a ransom message earlier in the week. The sheriff said Thursday that investigators have not given up on trying to retrieve footage from the home. “I wish technology was as easy as we believe it is, that here’s a picture, here’s your bad guy. But it's not,” Nanos told the AP. “There are pieces of information that come to us from these tech groups that say ‘this is what we have and we can’t get anymore.’” Concern about Nancy Guthrie's condition is growing because authorities say she needs daily medicine that’s vital to her health. She was said to have a pacemaker and dealt with high blood pressure and heart issues, according to sheriff’s dispatcher audio on broadcastify.com. “Her conditions, I would imagine, are worsening day by day" Nanos said. "She requires medication. And I have no way of knowing whether they’re getting that medication to her.” The sheriff acknowledged that investigators are not sharing everything they know about what happened. “That’s not how we do police investigations. There has to be some control of your case,” Nanos said, noting that authorities have shared more as the case proceeded. Savannah Guthrie, the longtime host of NBC’s morning show “Today,” and her two siblings released an emotional video message Wednesday to her mother’s kidnapper, saying they were ready to talk but wanted proof their mom was alive. Camron Guthrie repeated the family’s plea in a video posted Thursday. “Whoever is out there holding our mother, we want to hear from you. We haven’t heard anything directly,” he said. It’s unclear if all of the ransom notes were identical. Heith Janke, the FBI chief in Phoenix, said details included a demand for money with a deadline that passed Thursday evening and a second deadline for Monday if the first one wasn’t met. At least one note mentioned a floodlight at Guthrie’s home and an Apple watch, Janke said. The kidnapping captured the attention of Americans, including President Donald Trump, who said he was directing federal authorities to help with the investigation. Attorney General Pam Bondi said Friday that federal authorities are assisting Arizona officials, but she declined to offer details. “It breaks my heart for Savannah and for her family,” Bondi said.
